The quickest way I know how to diagnose fuel flow problems is:
1. Disconnect fuel line at carb. Turn on sediment bowl valve. Have container ready to catch fuel. If there is a steady flow for a minute or two, the problem is not "up-tank" but "down-carb".
2. Insufficient flow at carb connection indicates tank screen or sediment bowl problems.
3. Take off the gas cap; maybe it is not venting and a vacuum is being created in the tank.
4. Take the sediment shut off valve completely out and check for crud inside.
5. Is the fuel line kinked?
So many possibilities and so little time!!
