You're still going to have "milky" oil with one change of fluid. It's almost impossible to get all the water out, even if you drain all the lines and cylinders. Looks like your pump is not picking up it's prime and it may take a while to get all the air "bubbles" out. Then as the system refills, be sure you add more fluid before the pump sucks air again, or you will continually fight it. Also, if the new shaft seal is not installed right or is not the proper seal, it can suck air and you will still be fighting it. It might seal the oil for a while, but air can get past it.
