Are you using a cork gasket? I had a similar problem with my Ford 8N...tighten the bowl and the flow stops, loosen it and it leaks. Found out that it's recommended to not use the cork gasket but rather to use a synthetic gasket that came out with the later Fords. Seems to work with the Fords. Now if I can get my '44 H back together I'll find out if it works on it...
