Yes, the tractor can run without fuel in the sediment bowl, but not for long. It can and will run off the fuel in the carb fuel bowl. If the needle is seated in the carb fuel bowl because there is fuel in that bowl and you install the bowl on the sediment trap and you get an air tight seal and then turn on the fuel at the tank you will have air trapped and the sediment bowl will only partially fill. Leave the bowl on the sediment trap loose, turn the fuel on and let the sediment bowl fill then snug up the sediment fuel bowl. By removing the plug on the carb fuel bowl you can determine how much fuel is available for the engine. Post your results.
