I had a used tank that had set for several years and had a lot of rust in the it. I turned it upside down, then shook and rocked it around so a lot of it fell out the fill hole. When I got as much as I could out, I stuck the hose of a shop vac down the hole. Covering the sediment bowl hole worked well. Shaking it again got two metal gas can lids and chunks of rust. After the whole procedure I had a couple gallons of rust and junk. When I put it on the tractor, it would run for a while then plug the pickup with rust. I blew through the line to clear it. After several tanks of gas and some agrivating blowing, I no longer have trouble with it. You just have to be patient. My dad had a H that would rust plug too. He put a piece of tubing with one of those brass cone filters in the pickup. the only problem with this is you have to wait for the rust to settle when you fill it.
