Mark,
I suspect it's homemade. There's a neighbor of
mine that has done this to his B. Dual seats and
steering wheels (the left one doesen't work) so
his wife can ride with him safely in parades. It
is amazing how real it looks! He went to the
trouble of using the OEM type u-joints in the left
side steering shaft and everything. Made me do a
double-take the first time I saw it and he'd told
me he was going to do it beforehand. He's located
in Texas, near Waco, though, not in Ohio. Phil
