Yes the front cover comes off along with the gov housing. But first you need to remove the steering assy where it bolts to the block as the pulley will not come off until its removed. Dont move the gov gear when you remove the gov housing unless you want to retime the dist. Do you have a bearing spliter to remove the crank pulley as its a press fit. Check the pulley as there mite be a set screw on the hub. When you get the front cover off you will see the seal and if the pulley has a grouve where the old seal has worn you will need a speedy sleeve to repair that area so the new seal has a good surface to seat on. I use a heavier seal than replacement listed i think they will last longer.
