If it has Super Cheif bottoms,one bottom may be tilted down by use of the adjustable top bolt/cam unit.Early top bolts were a cam? type unit you had to remove the through bolt to set,later ones were one piece,had an arrow cast in to show position.That feature was used on most all IH plows I"ve seen with the Super Cheif plow bottoms.Perhaps one is set in the tilted down postion,or,as some guys said,the frog could be sprung.
