Farmall H Head gasket + timeing cover leak

Hello , Was not sure about when to retorque the head gasket . I ran it an hour so it got to operating temperature . Should I retorque hot ? I really have to get the book on this some day . I have a new gasket and used RTV Blue sealer on the timing cover . The top middle bolt has a few drops a minute leak . Is there supposed to be a copper washer here ? Thanks
