If the engine needs ether to start, it is NOT in "good condition." It should start on its own with nothing more than maybe a couple of hours with the block heater plugged in.
The hydro is nice if you use the tractor for loader work or vegetable crops, but it is NOT for constant heavy tillage. Hydro is not cheap to fix.
Tractor sounds like it's in bad shape to me.
Tractors usually get parked and left to rot because they stop moving, not because the farmer gets bored with them. Keep that in mind before you go assuming that the engine and hydro are in good shape.
Fixed up it is a pretty bullet-proof tractor that will give you many years of service. However, even if the owner sells it *CHEAP CHEAP CHEAP*, you will have way more into it than it is worth. Then you need to consider if you will get enough use out of the tractor to justify fixing it up. Also consider that even if you do put a bunch of money into the tractor it's still going to be cheaper than a new one.
