The governor high idle and low idles set screws have to touch their stops when in full throttle and low idle positions. That is the first place to look. If you missed the tab on carb it would run wild if you missed it underneath tab or if you miss in over top you might not even know it until you tried to use tractor to pull a load as the carburetor butterfly would only open about a third. The link between carb and gov has to be free, and is to be adjusted for free pin with throttle wide open and linkage held up for fully open carb butterfly.
