One thing Pete did not touch on here is the gov. spring , remove the cover plate on the side of the gov. and see if the spring is setting in big holes and is flopping around in the two arms of the linkage. There is suppose to be bushing in those arms and the spring should not flop around . You can not just go out and buy new ones ya have to make up the bushing . I have done a bunch of them . Makes a huge difference in the way the gov. works.
