To verify where the problem lies, put your aux valve on demand and then try the hitch while holding aux valve on . If you have a loader or something else hooked to aux valve you will need to run it to the end of stroke so pressure will build. If the hitch responds immediately when you do that you will know the problem is in the unloading valve. Probably has a sticky o-ring or partially plugged orfice in piston. Problem is you have to take the draft control cyl out to repair it. I cannot visualize the clearance in front of the valve , you might just possibly have enough room to get it out without pulling cyl assembly out but I don't think so. It is under the seat under that flat cover. Far as your draft control lever, it should always be far forward in heavy position,(off) unless you are using an implement that enter the ground like a plow and then it is a rare condition that you really want or benefit from using it .
