Could be fuse, could be switch, could be wiring.
If the tractor is still "stock" the fuse is exactly where Brownie450 said it is. The problem is, the tractor is pushing 40 years old, and who knows how the wiring has been modified or customized or repaired since then.
With all the 40-year-old wiring vibrating around unprotected on that tractor, odds are it wore through the insulation somewhere and shorted out. If the fuse blew, replacing it will just cause it to blow again. You may have to go as far as running all new wires to the lights to solve the problem.
The other thing is the OEM light switch is not heavy enough to handle 6+ lights. Three is about its limit. After that, you're going to have problems. You'd do yourself a service by using a much heavier switch, or wiring in a relay.
