How badly crushed? If not too bad, drill a hole for a couple of #12 sheet metal screws, & angle brackets to use to pull easily on the collapsed top. Is the rad. still on the tractor? If so, a chain hoist or come-along suspended from a joist or hoist can give just a small amount of pull while tapping with a small hammer. Holes can be soldered shut when done.
