polarize the gen by using a jumper touch from bat terminal to the arm terminal on the gen then if you will ground the field and it charges it is the reg make sure the gen is grounded to the tractor also the reg is grounded to the gen sounds like the points of the reg might be dirty clean with a piece of cardboard do you have pos gnd on the bat or is it 12v
