The 310 is probably the better choice, less effort to start. The 310 in a 706 has different compression than a 686 which we had. I bought a 706 with the 282 in it and ended up with a major overhaual shortly after getting it. We had trouble getting 72 hp out of it on the dyno a week or two after the overhaul. Ran really well but smoked terribly when getting near the 72 mark. The 686 if you didn't work it hard enough would ooze black from unburn't fuel on the muffler. It would pull the 4-16 easier at the same fuel as the 706. We had the 686 resleeved so it would start easier to the 706 sleeve/ piston assemblies.My former neighbor still uses his 706 with a 310 for chores alot yet even today. I don't think you would go wrong with either but the 310 is a little better from my experience. Hope this helps.
