Just a possibility:

Have you checked the ground connection from the battery? You didn't say where you put the ground wire when you hotwired the starter, but if you were putting one wire at the battery ground and the other on your known good starter, the ground loop is about the only electrical issue left to be bad.

The fact that you can crank start the tractor, combined with the fact that the starter will spin the engine 1/4 turn or so, suggest to me that maybe the starter isn't getting enough voltage to produce the power it needs.
