Jimmy, do this. Next time you go to start it, before you do anything, open the petcock on the base of the carb bowl. IF fuel runs out, then we go down a different path. If fuel doesn't run out, then give it a shot of gasoline in the carb. You will have to remove the hose from the radiator to the carb to do so. Try to start it. If it fires right up, then you are losing your "prime" in the carb, and it won't start until the fuel level is back up again. Remember, these are down draft carbs. After running the tractor and you shut down, all the heat from the manifold and engine "boils" the gas off. Also, if you have a butterfly valve on the manifold, make sure it is set to COLD.
Like I said, I may be wrong here, but I have an F-12 that is a cantankerous old goat to start......unless I prime it up in the carb with gas. Then it fires right up.
To your original post, you may also want to check the carb to manifold gasket, and also the manifold to engine gasket. The thing that is bother me is that you say after it starts, it runs good. That what makes me think you are trying to start with a dry bowl in the carb. It just won't fire up until you have cranked it enough to get fuel to fill the bowl where the jets can then present fuel to the engine. I will be very interested to see where we land with this one...... 8)
