The nut does not turn. You have to turn the 5/8" bolt on the front. The bolt on the back fits in a grove so that it will not turn at first. You can use one wrench to loosen the 5/8" until it has so much slop that the inside nut starts turning. You will need to use two wrenches at that point. It goes back the same way. At some point the rear nut will grip the grove and you will only need a wrench on the front nut. One of your other hands (I am serious) will be on the crow bar you are using to tension the belt. Use the rear nut as a lift point for the crow bar across the governor housing. Make sure the threads in the nut and on the shaft are clean. I would suggest running a tap into the nut and a threading die over the bolt threads. They need to turn easily and have a little oil when you reinstall. You have to get the 5/8" very tight or the fan pulley will simply drop down when it gets hot.
