It's running a lot better now. Checked out float level and it was off. Reinstalled it. Did then have a problem with hunting at full throttle, but turned in the bottom governor screw about 1 full turn (1/2 turn at a time) and that seems to be OK now. Float was not off much, but enough to give a fuel level too low in carb. Should have checked it out before installing even though it was new. Those things probably get bounced around a lot before ending up on the tractor. Also starts really well now. Thanks again.
