im going to say its been put together form parts at some point. may be both 10-20 and model 20 goodies there
serial number denotes a 1925 model. it does have the early style manifold and exposed gov linkages to the carb but the gov housing is square to say mid '27 or newer. it also has an oil filter which would be mid '29 or newer block.
rear rounds have the hole in the hubs for brake drums but absolutley no hardware fo the external contracting band type brakes which they used.
it also appears to have two different axle quills but neither of them look like they have the bosses on the back for a pintle hitch to bolt on.
does have the belt pulley delete clutch cover though
