I am having problems with my Farmall SC. Sounds like you may be having some same problems.
* Did you try to turn the jet valve? I turn mine in until the tractor starts to sputter then I turn it out 1 full turn. You may want to check with your manual first.
* You may want to check the float, but I do not know the measurements.
