Take the hood off and check the U joints. There could be a broken key. If the rod turns under the grill top, remove the grill and check the turning into the upper bolster, then take the plate off the top of the bolster, that will expose the gears. If they are ok then raise the front end and turn the front wheels side to side and have someone look at the rod/steering wheel. If it does not turn, the shaft is broken. This is a rare occurrence and is usually caused by the front wheels bouncing on rough ground. I broke one because of that.
