The gasket goes on the edge of the lens, then you place the gasket and lens down on top of the reflector. The reflector needs to be in place first, firmly planted on top of the brass grounding strip or the light will not work well. After you get it all in place, put the outer ring on and tighten it down. It can be a little fussy, but it works well. I have done many of them this way.
