Aftermarket brake shaft, mislabeled or mis-made?

I ordered a brake pedal shaft for the SMD, looked up part number 357046R1 on the CaseIH site, ordered from an aftermarket source by that number, and the package came with that number on the label.

As the photo illustrates, with the right hand ends matched up, the left hand end is all wrong. The keyway is indexed wrong, and is 7/16" farther out. The overall shaft length is 5/16" longer. If we use the right hand keyway as a center line reference, it looks like the left hand keyway is about the right distance off that center, just in the wrong direction.

Does this shaft fit something else, or is it just made wrong?
