It may be just turning, not powering the shaft. If it is a no TA transmission driven PTO, the linkage is broken inside easy repair. Assuming it has the band type IPTO,and the lever is not bent or linkage out of spec. There is a mark on the lever base (manual) that is midway from locked on, to locked off with the button on the handle. If you cannot find the marks, measure the lever travel and put it at 1/2 way. In this position, adjust the bands (seperately) (under the little peanut shaped cover on the top) until each is tight enough to prevent rotating the shaft by hand with a channel lock pliers. Then loosen each about one half turn. This will (should) make it free to turn by hand. It should also make it drive, and brake correctly. Make sure you click the lever latch in either position. Running it W/O latching will cause slipping. Linkage slipping, and bent rods are also issues to watch for. Good luck. Jim
