The problem with the two theories is that the cub has no oil near the top of the motor. There is no oil passages that pass to the head because there is no overhead valvetrain. The cub is a flathead design and therefore oly cloolant passes through. A bad head seal would leak into a cylinder or onto the block. I wouldn't worry too much if the water is not in the oil. give everything a GOOD flushing and cleaning and then watch it. If it reappears then you have trouble. Watch the oil!
