I think, from the way you describe it, the problem is in the governor. I wouldn't even bother with the carburetor, because too lean carburetor usually results in missing and stumbling and very rarely will cause the surging you are experiencing.
Everything in that governor is probably worn out. Loose and wobbly fly-weights, etc.
