It sounds like you are in the hunt, but based on the last info on your post it sounds like the engine is now stuck somehow??? If so, that and your battery appearing to be low on juice may be related. It sounds like maybe the starter drive is hung up on the starter ring gear. If you think this is possible, loosen the starter and move it aroung...this may unstick it. You may also have some missing teeth. Just my thought. When you get this problem straight, you should be back in action. Your semi low compression MIGHT improve with time, especially if the engine has not run much lately. Running it will loosen up sticky rings and valves. I got my Cub from 0 compression on 2 cylinders to about 90 across the board when hot (which is how it should be tested). So once it is running again, keep working it...BB
