There is a mounting point for attachments at that point that turns with the front wheels, but it barely sticks out beyond the frame of the tractor.It's actually the bottom mounting plate for the lower spindle assembly which just bolts on to it with 4 cap screws. It's part of the large shaft that runs up to your steering gearbox in the front bolster assembly. Check a parts book or operator's manual or service manual for a better view. You must have a drawbar plate bolted to it for pushing 4-wheel wagons into difficult places (easier than backing them I hear, although I never had to resort to that meathod, If I couldn't back it in No One could) or my Dad made a Tow Bar to pull the tractors short distances that bolts there, and He had a barbed wire un-roller that attached to that point. The attachment point for the front wheel scrapers is clear down at the bottom of the front spindle assembly. Two small 3/8" dia. holes, one ahead & behind the spindle assembly.
