All dealers have their "mark-up" on anything, when he tells you that's the bottom dollar you are beginning to get into his sale "incentive" or what he would make off the sale (allegedly).
I would do a bit of research & find what simular kinds of equipment has been selling for around you area, and then hit him with that. If he then acts like you just spit on his boots, make a counter offer on the highest you would be willing to pay today. If this doesn't do it, thank him for his time & explain you were hoping to buy it from him, but that you have others spotted and will continue to look for one to BUY !!!
CASH always helps to sway the price your way, if not, they haven't been in business long enough or he hasn't been selling long enough to know they won't last very long in such a competitive market.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
