Robert I agree with the others. It sounds like your shifter has jumped out of the fork rail leaving it in gear. My guess is 3rd as you go in neutral and can select that gear. When you try another gear you are in fact selecting two gears at the same time. Pull the shifter and align the rails with a big screwdriver or something. The problem is usually that the shifter end which goes in the rails is worn. Cheapest solution is to build it up with weld or brazing and grind it to shape. Usually the corners wear off so it will ride up out of the rail when you shift. Good luck.
