INNER BEARING SEALS

Gents!

You gotta help this old man one more time now. I was preparing to reinstall the lower bolster on my "H" when I discovered the felt washers would not slip over the spindles. They were too small diameters. When ordering new bearing kits for front wheels there was only the slim jim neoprene type grease seals, but no felt washers. The orignals were thick integrated seal and washer types meant to last fifty years. Am I not correct that there has to be a felt washer threaded on the spindles before the seals and bearings?
