Help on setting timing on IH 464 tractor

Have a question on setting the timing on a IH 464 tractor engine. The book that I have says to set it at 20 degrees advance and to set that at "high idle" but nowhere does it say what the "high idle" RPM is. Can anyone shed light on that (what RPM to set the timing). Also, how should the centrifugal advance on the distributor behave if you are using a timing light and accelerate from the timing RPM. Should it go past TDC when the RPMS are increased ? Thanks for your help !!!
