Sounds like clutch pack has slipped and welded up ???
Easy check, go to MCV (where filter is) and at the rear of the MCV there is a small pipe that goes from the MCV rearwards into the tranny casing, this is the pto oil supply. Remove the pipe from the MCV and put a cap on the MCV fitting.
If pto stops it is an oil supply issue and the ipto spool and linkage in MCV need adjusting.
If it continues rotating, the clutch pack has welded up and needs an overhaul!!
Shop time to test and overhaul is around 2 1/2 hours!!
