That design is similiar to what was used on the veggie cults. Those bars allowed shovels to be placed easy for what ever the row widths were. Finding the clamps for those bars is not easy also the different types of shanks holding the shovels which were in many cases rectangle shaped flat bar although some standard round shanks were also used. That could be a custom made unit also. The veggie models ive seen were for the Cub,A,SA,B,BN,C and SC.
