Frank - Most likely you've got bad (corroded or too small) battery cables. The tractor may also may be wired wrong if the wire between the ammeter and the starter switch heats up while cranking. Last possibility is the starter needs new brushes or a rebuilt. If the tractor has the original or cheap replacement battery cables, suggest beginning by replacing both cables with new 1 gage or larger cables with new terminals and see if cranking speed improves.
