Ahhh yes. You have used exactly the same kit you got. The M instructions are a little confusing when trying to rebuild a Cub carb. The felt washer goes in the same hole that you insert the throttle shaft. If you look into the hole that you pulled the shaft out of, you will most likely see what remains of the old felt washer. There is probably a way to pry the cover off, but I couldn't figure it out, so I fished out the old washer with a wire with a hook bent in it. I then gingerly threaded the new washer through the hole and seated it with a small screwdriver. That is probably the wrong way, but it works. Since there were no instructions about initial settings, I made them up myself. There are only 2 screws, one an idle throttle stop. I set it so the throttle plate was slightly open with the governor control in the closed position. The other setting is the idle circuit mixture setting (you can probably tell which is which). It isn't super critical, I think I started with it completely seated and then opened it 1 1/2 turns. I would try it and open it 1/2 turn until it worked. I think it ended up being 2 1/2 -3 1/2 turns off closed. If you can't figure out where the other parts go, let me know...I may remember even though it has been over a year since I did one....luck...BB
