Thanks all for the comments. This tractor has been one of the worst I have ever worked on to get stuff apart. No matter what you should be able to get apart, there is no way to do it without destroying bolts and castings.
Did end up getting the inner brake housing off, but it shattered in the process. Thanks for the tips for future reference.
I found some inner housings on EvilBay, and they are headed my way.
Does anybody have a part # for the seal on the outer edge of the housing?
