Remove the valve cover and use a good penetrant/atf on the valve stem, I have a plastic deadblow hammer that I hit em with. Just keep thumpin it and it will come loose. Then oil all the valve stems with engine oil while your in there. Replace the felt pad and wicks if they are in bad shape.
