On an engine where a body can get to a valve via a spark plug hole (if its stuck open) I use a bunch of PB Blaster or Kroil or other penetrants and WD 40 etc etc and/or soak her with Diesel and Brake Fluid and Auto Tranny fluid etc etc and use a punch to veryyyyyyyyyy slowlyyyyyyy gentlyyyyyyyyy peck peck peck till she closes.
I HAVE NO IDEA IF THATS POSSIBLE IN YOUR TRACTOR just how I got it done in engines where that was possible
