I had one on a 15-30 that was really stubborn. I ended up pulling the spring and keepers and used a torch to heat the valve guide (not the valve). Then I used a slide hammer with a vise grip to work the valve up and down until it was reasonably free. I reinstalled the spring before the valve got too loose and then kept working and oiling it until it was completely free.
