Pulled the governor back off this afternoon. Pete23 or Gene Bender, you guys were correct. It does have another hole. It is closer to the shaft instead of out on the end of the arm. I am going to move the spring to the other hole and reinstall it. The picture is not the greatest, but you can see the other hole. We will see what happens. Thanks for you help.
