The 3rd brush is the one near the top side of the generator. It is closer to one brush, which has another opposite it. The charging rate is increased by moving the 3rd brush in the direction of commutator rotation but never should be closer than the width of 3.2 commutator bars. Your 8V charging problem is more likley to be that you still have a 6 volt regulator. Before messing with the brushes, make sure you have an 8 volt regulator.
