There is likely some air in the top of the cylinder that acts like a rubber ball, compressing & releasing. Support the loader so each cylinder can be removed one at a time. Extend the removed cylinder and then place the rod end so it is LOWER than the hose end; push the control lever all the way forward to allow the air-oil to enter the pump reservoir as you completely compress the cylinder rod back into the cylinder. Do this a couple times and re-attach the first cylinder; repeat for the opposite side and you should be good to go.
