It's called a retarder valve, you can use this or simply place an orifice in the line going back to the reservoir to reduce the flow of oil.
For example If you have a 1/2 inch fitting plumbed into the reservoir use a fitting that has a hole size of 3/8 or 1/4 orifice, keep going down in size until you have the reduced motion you desire.
The only drawback will be the lines plumbed from the cylinder(s) to the reservoir must be in top shape or they will blow out under the pressure of the reduced flow of the return line.
