The way the 2+2 came about was the International wanted to be able to make a row-crop 4wd tractor using mainly components that it was already making. The axles in the early models were 1066 rear axles, both front and rear. If I remember correct IH did not recommend duals on either axle. They were upgraded at some point so that duals would work on the back, I forget at which model. Only the very last 2+2 was recommended to have duals front and rear by IH. IH also did not recommend duals on these tractors because if they were put on, farmers would have more of a tendency to work them harder than they were designed for. All they were supposed to be was a row-crop tractor that had more traction and a shorter turning radius, not have any more power. Farmers saw the four big full sized tires and thought that it would pull with the biggest of them. This is what caused the reliability issues with these tractors, they were simply worked too hard.
