1951 Farmall Super A

The paint around the gas cap of my gas tank is crinkling and peeling off right around where the opening is. Today I noticed what looked like large staining radiating out from where the paint is shrivelled up. Any ideas of what is causing this? It looks like I will lose the paint on my gas tank. The cap itself has what I think is a fuel indicator but I couldn't find exactly what it is in the parts book. It is right in the cap, about 4 inches high with a glass front. The glass is cracked so I am wondering if this has anything to do with the paint deteriorating.
My tractor is sitting and there hasn't been fuel spilled on to the tank at all.
