Did you remove the fuel inlet fitting? There is a very fine mesh filter screen attached to that fitting. If it is dirty and clogged, it will cause the problems you describe. That screen can easily be cleaned with some aerosol carb cleaner and compressed air. I seriously doubt you will need a complete kit. A new gasket, possibly a float valve and seat, and adjusting the float should change the attitude of that H.
You really do not need to be concerned with the carb number or model. The pieces you will need are the exact same for all of H carburetors.
